This checklist covers the standard documentation package for Palm Kernel Shell supply under EU Renewable Energy Directive II (RED II) Article 29. It applies to buyers operating under national subsidy schemes including the Dutch SDE++, German BEG, and Polish OZEŚ programs. 01 Certification Documents

Mill certification certificate — ISCC EU, MSPO+ISCC, or SBP Valid and in-scope for PKS as a certified product. Verify the certificate number and expiry date. Check the certification database (iscc-system.org or sbp-cert.org) to confirm current status.Note: Certificate must be valid at the date of loading, not just at contract signing.

Chain-of-custody (CoC) certificate Covers the full supply chain from origin mill through trader to vessel. The certificate scope must explicitly include PKS and the relevant certification scheme.

No-deforestation attestation Signed statement from the supplier confirming the origin sourcing areas do not include land converted from high-carbon stock areas (primary forests, peatlands, wetlands) after the RED II reference date.
02 GHG & Sustainability Declaration

GHG calculation worksheet — Annex V or Annex VI methodology Shows the full lifecycle calculation from origin mill to combustion, with the calculated saving percentage against the fossil fuel comparator. Must show ≥70% saving for existing installations (≥80% for post-2021 installations).Note: Calculation should be specific to origin mill and discharge port — not a generic category default value.

Sustainability declaration — RED II Article 29 Statement of Compliance Signed by the supplier, referencing the specific cargo (bill of lading number or contract reference), certification scheme, and certificate number. Confirms the cargo meets the land, biodiversity, and GHG criteria of Article 29.
03 Commercial Shipping Documents

Clean on-board bill of lading References the cargo as PKS (Palm Kernel Shell), the certification scheme, and the certificate number. Must be "clean" — no superimposed clauses indicating cargo damage or discrepancy at loading.

Commercial invoice and packing list Matches the bill of lading in quantity, description, and reference numbers. Required for customs clearance at European discharge port.

Certificate of origin Issued by the relevant chamber of commerce at the origin country. Required for EU customs entry and for confirming the country of origin in compliance declarations.

Phytosanitary certificate Required for all biomass imports into the EU. Issued by the national plant protection authority at origin (FAMA in Malaysia, Ministry of Agriculture in Indonesia).

Fumigation certificate Confirms the cargo has been treated to meet EU phytosanitary import requirements. Required alongside the phytosanitary certificate for biomass from Southeast Asia.
04 Quality & Survey Reports

Independent pre-shipment survey report — SGS, Bureau Veritas, or equivalent Covers draft survey (weight), quality sampling and analysis (GCV, moisture, ash, sulphur), and cargo condition. The quality certificate is the binding reference specification under the sales contract.Note: Confirm which parameters are covered. GCV, total moisture, and ash are minimum requirements for RED II GHG calculations.

Discharge survey appointment (buyer's obligation) Appoint your own independent surveyor at the European discharge port to determine final received weight and quality for any contractual adjustment. This is a buyer-side action, not a supplier deliverable.
05 National Scheme — Additional Requirements

SDE++ (Netherlands) — quarterly declaration format RVO requires the full documentation set with each quarterly production declaration. Confirm with your supplier that GHG worksheets are issued per-cargo (not aggregated annually) and that certificate numbers are referenced on each worksheet.

Germany / Poland / Denmark / Belgium — scheme-specific formats Confirm with your national regulator whether any additional attestation formats, translated declarations, or metering data requirements apply beyond the standard RED II documentation set above.
06 Supplier Pre-Qualification

Verify certification status before first contract Confirm the supplier's ISCC EU or SBP certificate is current, in-scope for PKS, and covers the specific mills from which your cargo will originate. Re-verify at each contract renewal.
